Private Actors and Security Governance

Private Actors and Security Governance

The privatization of security understood as both the top-down decision to outsource military and security-related tasks to private firms and the bottom-up activities of armed non-state actors such as rebel opposition groups, insurgents, militias, and warlord factions has implications for the state's monopoly on the legitimate use of force. Both top-down and bottom-up privatization have significant consequences for effective, democratically accountable security sector governance as well as on opportunities for security sector reform across a range of different reform contexts. This volume situates security privatization within a broader policy framework, considers several relevant national and regional contexts, and analyzes different modes of regulation and control relating to a phenomenon with deep historical roots but also strong links to more recent trends of globalization and transnationalization. Alan Bryden is deputy head of research at the Geneva Centre for the Democratic Control of Armed Forces (DCAF). Marina Caparini is senior research fellow at the Geneva Centre for the Democratic Control of Armed Forces (DCAF).

Many believe that pirates and other water-bound terrorists present a significant threat to international maritime security. Testing the validity of this claim, Martin N. Murphy scrutinizes recent incidents of maritime terrorism and locates the commonalities between pirates and maritime terrorists that enable them to commit their extensive crimes. Murphy's research opens up surprising sites of contact between pirates and wider criminal networks, organizations that pursue their corrupt agendas not only on sea but also on land. It is these relationships, Murphy argues, that bring about the destabilization of states and regions in which piracy occurs. Murphy's most significant revelation is the ...

The Unspoken Alliance

A revelatory account of Israel's secret military cooperation with apartheid South Africa. Prior to the Six-Day War, Israel was the darling of the international Left. But after its occupation of Palestinian territories in 1967, Israel found itself isolated from former allies and threatened anew by old enemies. Sasha Polakow-Suransky tells the full story of how Israel's booming arms industry and South Africa's isolation led to a hidden military alliance that grew deeper after the Likud Party came to power in 1977 and continued even after Israel passed sanctions against South Africa in the late 1980s. Polakow-Suransky has uncovered previously classified details of countless arms deals conducted behind the backs of Israel's diplomatic corps and in violation of the United Nations arms embargo. Based on extensive archival research and interviews with former generals and high-level government officials in both countries, this book tells a troubling story of Cold War paranoia, moral compromises, and Israel's estrangement from the Left.--From publisher description.

Handbook for Rebels and Outlaws

This is a book about freedom. Written for intellectual swashbucklers -- men and women who are radicals in politics and infidels in religion -- warriors who hammer the stake of fear into the heart of tyranny -- this volume belongs in select book collections, between the black magic and the pornography texts.
